In North Carolina, the Department of Agriculture & Consumer Services, Standards Division (NCDA&CS) is the regulatory agency for enforcing laws related to fuels.

To sell motor fuels, you must register with the motor fuels section and list all types of fuel you plan to sell. If you are a refiner, supplier, blender, and transporter of motor fuels, you must be licensed by the state.

The Motor Fuels Section is responsible for testing motor fuels and other petroleum products for compliance with the Gasoline Oil and Inspection Law and Rules adopted by the Gasoline and Oil Inspection Board?.

North Carolina's five-member Gasoline and Oil Inspection Board sets rules and standards pertaining to gasoline and oil products. The board is composed of the Commissioner of Agriculture, the Director of the NCDA&CS Standards Division, and three members appointed by the governor.
