North Carolina Biodiesel Association

The North Carolina Biodiesel Association is an advocacy group of North Carolina based biodiesel producers that are focused on producing renewable, clean burning biodiesel based fuel for use here in North Carolina.

The North Carolina Biodiesel Association or NCBA is the state trade association representing the biodiesel industry in North Carolina.

The mission of the North Carolina Biodiesel Association is to advance the interests of its members by developing a sustainable biodiesel industry in North Carolina. NCBA is an industry-driven trade organization that serves as a single voice for its diverse membership base. Increasing demand for and capacity to produce local biodiesel fuel is a priority. Industry growth will be achieved through public affairs, communications, technical, research and quality assurance programs. We are dedicated to inclusiveness and integrity.

The NCBA is member-driven. To accomplish its mission, the NCBA performs the services and programs listed below:

Marketing: Industry Communications

Raising awareness, building consumer confidence in biodiesel and promoting its benefits to the public while combating falsehoods.

Education: Technical Operations, Support and Quality Assurance Programs

Provide key support to biodiesel stakeholders to effectively position the state’s biodiesel industry, assist with the education of key decision makers, encourage sales of biodiesel blends and build industry credibility. The association provides training sessions regarding quality assurance issues for farmers, petroleum distributors?, fleet managers, the NCDA Standards Division, producers and other consumer stakeholders.

Sustainability: Sustainability Analysis and Awareness

As biodiesel becomes more successful, it has come under attack with political opponents and in the press in several key areas including greenhouse gases emissions, deforestation?, food supplies and energy balance. This program defines a sustainable biodiesel standard as a proactive defense against negative allegations. It includes a communications component to help spread the truth about biodiesel though third-party studies, surveys and the development of experts as industry spokespersons.

One example is the Association is partnering with the National Biodiesel Board or NBB on countering legislation changing the Renewable Fuels Standard? to include international indirect land use change or ILUC. The proposed changes to the RFS are known as RFS-2. The NBB arguments against RFS-2, and their call to action against the changes are here.

Legislation: Governmental Affairs

Proactively participating in the development and monitoring of policies at the state level is an ongoing priority for our members. This project helps sustain and grow our commercial biodiesel industry by providing public policy monitoring, analysis, coordination, and development support services. The project’s tasks include:
  • Instating of an incentive program for the production or collection of biomass used to produce biodiesel in NC
  • Instating of an incentive program for consumer use of NC made biodiesel
  • Instating of a biodiesel definition in the tax code
  • Coordination and monitoring laws and regulations that directly influence the use of biodiesel
  • Monitoring of the Renewable Fuels Standard?
  • Interaction with state agencies and entities such as the Biofuels Center of North Carolina on matters relating to the removal of barriers to the production, sale, and distribution of biodiesel
  • Drafting comments responsive to public notices of rulemaking, which represent the interests of the NC biodiesel industry
